Hacking Implementation: Prototyping Messaging for Public Service Workforce

The RAND report, Recruiting and Hiring a Diverse and Talented Public Sector Workforce | RAND highlighted barriers and opportunities for increasing and diversifying the public sector workforce. Major findings included: (1) limited knowledge about public service; (2) stigma on public service; (3) complicated hiring processes; (4) informal networks. This hackathon focuses on prototyping outreach strategies to address the report’s major findings that strengthen the link between a diverse cadre of talented job seekers and government employment. For the public sector workforce, this includes: (1) impacts of professional and personal experiences; (2) applying a data-informed process with equity, social justice, and inclusion lenses as key elements; (3) providing innovative strategies for a diverse representation.

Hackathon teams, including youth and public sector employees, came up with creative ways to frame public sector careers and prototype narrative approaches for engagement and dissemination. Outputs from the hackathon (e.g. final briefs, visualizations, and other prototypes, in addition to the panel presentation of findings and recommendations) can serve as starting points for action. The culminating panel presentation serves as a dissemination strategy for government entities to learn more about innovative ways to address workforce barriers that consider diversity, equity, and inclusion.
