The TNL is a key part of the Technology Applications and Implications stream in the Pardee RAND Graduate School. With the tagline, \u201ctechnology rules but policy matters,\u201d the TNL was organized around four lablet areas: Artificial Intelligence, Internet of Things, Augmented\/Virtual Reality, and Digital Gaming. This structure was helpful in signaling the particular tech areas of interest.[\/vc_column_text][\/vc_column][\/vc_row][vc_row css=&#8221;.vc_custom_1655243707045{background-color: #ffffff !important;}&#8221;][vc_column width=&#8221;1\/3&#8243;][vc_column_text]In 2023, we find a world profoundly changed by Covid and other events, and the TNL is changing with it. Building on the foundation of the past four years, the TNL is moving to add more context to the emerging technology explorations. Farewell lablets, hello Grand Challenges (GCs). Work in and around the TNL will evolve and refocus to work in three different, yet overlapping worlds where policy often struggles. The approaches of conceptual framing, rapid prototyping, and the importance of narrative remain. What is added is a richer contextualization of both the problems and the work to make progress on solving them.[\/vc_column_text][\/vc_column][vc_column width=&#8221;2\/3&#8243;][vc_single_image image=&#8221;6113&#8243; img_size=&#8221;large&#8221; alignment=&#8221;center&#8221; retina_image=&#8221;yes&#8221;][vc_column_text]<\/p>\n<p style=\"text-align: center;\">&#8220;imagine a world&#8230;&#8221; (actually three of them)with limitless possibilities<\/p>\n<p style=\"text-align: center;\">and serious challenges<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_empty_space][vc_column_text]One thing that doesn\u2019t change \u2013 using the lenses of equity, ethics, and sustainability in everything we do. \u00a0These worlds present myriad opportunities and risks. Initially the TNL will focus on the latter, as we have daunting challenges that require new energy, diverse perspectives, and creative approaches.[\/vc_column_text][\/vc_column][\/vc_row][vc_row css=&#8221;.vc_custom_1655244677561{background-color: #ffffff !important;}&#8221;][vc_column][vc_single_image image=&#8221;6112&#8243; img_size=&#8221;full&#8221; alignment=&#8221;center&#8221; retina_image=&#8221;yes&#8221;][vc_column_text]<\/p>\n<p style=\"text-align: center;\">initial focus on big problems in three overlapping worlds<\/p>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_empty_space][vc_column_text]<strong>Disinformation GC<\/strong><\/p>\n<p>Disinformation and Truth Decay present the greatest existential threat to society since nuclear weapons. In some ways, disinformation is an even tougher problem to fight due to a variety of factors, all exacerbated by our increasing networked and virtual capabilities. But the very technologies that have driven disinformation can truth-decay can be used to combat toxic and false narratives. Using a combination of psychology, storytelling, and emerging technology, progress can be made towards a modern society that is equitable, ethical, and sustainable in an increasingly digital post-evidence world. Three initial sub-efforts :<\/p>\n<ul>\n<li><a href=\"https:\/\/nostatic.com\/lab\/battling-existential-threats-mutually-assured-deception-mad\/\">Mutually Assured Deception<\/a> \u2013 a conceptual model for today\u2019s existential threat<\/li>\n<li><a href=\"https:\/\/nostatic.com\/lab\/democratizing-open-data-a-need-for-narrative-red-teaming\/\">Narrative Red Teaming<\/a> &#8211; \u201cthink like a troll \u2013 fight like storyteller\u201d<\/li>\n<li>Creators, Consumers, Charlatans \u2013 deep fakes, shallow analysis, big problems<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_column_text]<strong>Mixed-Up Reality GC<\/strong><\/p>\n<p>If Covid did anything, it showed that digital\/virtual capabilities are here to stay and will continue to reach broader and deeper into society. Current digital technologies already challenge policy\/regulation. The next wave will increase complexity \u2013 it is imperative that we try and get ahead of the curve. The TNL is pursuing three sub-efforts:<\/p>\n<ul>\n<li><a href=\"https:\/\/nostatic.com\/lab\/policy-and-the-metaverse-prototype-frameworks\/\">metaverse mini world build<\/a> \u2013 exploring the policy implications of our virtual future<\/li>\n<li><a href=\"https:\/\/nostatic.com\/lab\/equitable-interfaces-ethical-experiences-ei-ex-how-to-make-the-metaverse-not-suck\/\">EI\/EX \u2013 Equitable Interfaces\/Ethical Experiences<\/a>\u00a0&#8211; think of it as UI\/UX design for ethics<\/li>\n<li>generative AI\/ML praxis &#8211; sorting through dwindling human endeavors<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_column_text]<strong>BioRisk GC<\/strong><\/p>\n<p>Despite the increasing role of digital, humans, and the planet they inhabit, remain firmly analog, and clearly are at-risk. Some of these threats come from nature (exacerbated by human activities), others come from emerging technology. While some may dream of colonizing Mars, the TNL is focused on Earth. Three initial sub-efforts:<\/p>\n<ul>\n<li>Fighting the next pandemic \u2013 nature gets the final vote<\/li>\n<li>Dealing with climate instability \u2013 food, water, shelter, policy<\/li>\n<li>Genetic modification of humanity \u2013 is better really better?<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row css=&#8221;.vc_custom_1655244102869{background-color: #ffffff !important;}&#8221;][vc_column][vc_column_text]These Grand Challenges don\u2019t encompass every area at the intersection of emerging technology and society.We think this is a combination of significant problems, particularly concerning policy and regulation questions, and these are areas where we can not only come up with creative solutions but can have a positive impact for society.<\/p>\n<p>Technology still rules, and policy still matters. TNL v2.0 Grand Challenge Edition is looking forward to the next chapter of the lab, and helping to build equitable, ethical, and sustainable solutions to pieces of the world\u2019s hardest problems.
